Hovav studied law and economics at the Hebrew University of Jerusalem and received his MBA from Tel Aviv University. He completed his internship in the legal department of Bank Mizrahi. Hovav received his license to practice law in 1996 and later went on to work as an economist at Teva Pharmaceutical Industries.
In the beginning of the second millennia, he met his wife Kai on a trip to Thailand. They married in 2007 in a Thai ceremony in the brides' village at Sisaket Province. In 2008 they moved to Israel and in October 2009 their first son, Yonatan, was born.
In 2006 Hovav published his first book 'The Lobster's State of Mind' – a collection of short stories published by Yediot Ahronot.
